Abstract:This case describes the changes of CPMC`s organizational structure in 2000s. After the COFCO Group established CPMC to manage its packaging assets in 2000, the CPMC went on changing its organizational structure so that it became one of the leading enterprises in metal packaging industry in 2005 and successfully listed in Hong Kong in 2009 under the circumstances of industry depression, McKinsey’s withdrawing., and the Group’s hesitated, With the continuous expansion of the scale, growing of subsidiaries, and successful listing, Zhang Xing, General Manager of CPMC is increasingly aware of the inadequacy of the operating personnel and the feeble management. Zhang Xing keeps thinking hard and believes that a strong headquarters is necessary for the CPMC`s future development. However, CPMC has already formed separate profit scheme as time goes on. How can CPMC recover central power and form a powerful headquarters? It is a new puzzle to Zhang Xing when he is restructuring his organization in 2010. .
